Government Blamed for Contractor Mismanagement
A new report by retired military officers and foreign policy experts calls for a “cultural shift” in the way the Defense Department incorporates contractors into war operations. “We concluded that there has been a government-wide abdication of responsibility regarding not only imposing greater transparency and accountability on contractors but also appropriately integrating them into larger discussions about military planning and force structure,” says a study by the New America Foundation. “The continued failure of civilian and military leadership to forthrightly and comprehensively address contractor-related issues threatens to undermine the military’s ability to accomplish its multiple missions.” The study says the government must accept the inevitability of using contractors and the necessity of including them in decision-making about mission requirements.
