Export Controls Rhetoric Not Backed With Actions

The defense industry for years has complained that export-control regulations undermine U.S. competitiveness in the global economy and also undercut military alliances with friendly nations.
But most of that talk is not backed up by any real action to bring about change, says former Pentagon procurement czar Jacques Gansler. If the industry really wants change, it should put pressure on Congress, he says. When company executives go to Capitol Hill, they focus on securing funds for their weapons programs instead of addressing larger policy issues, he adds. “There’s a responsibility on the part of industry and government to push for change on the Hill.”
