Government Reports Depict Alternate Realities

Federal agency reports can be notoriously oblivious to facts. Exhibit 1: The National Science and Technology Council’s latest study on the use of biometrics in the federal government since 9/11. The council commended federal agencies for having “avoided stovepipes in order to both drive innovation and to achieve interoperability,” and specifically praises the Department of Homeland Security’s US-VISIT and the Transportation Identification Worker Credential.
Maybe the NSTC was unaware that several studies by the Government Accountability Office and other watchdog groups have meticulously documented how these DHS projects have been plagued by stovepipe management and lack of coordination among agencies, which resulted in huge cost overruns and schedule delays.
